Problem: 
When a pack is rebuilt, the system directories like <OPERATOR>
do not get their parameters reset up.  For example, <OPERATOR>
gets left with the password of DEC-20.

Diagnosis: 
DLUSER sets a flag to only set directory parameters for new directories.
This is correct for the majority of directories.  But the system
directories are created by the monitor or CHECKD, and so these already
exist when DLUSER is run.  So their parameters are not fixed.

Solution: 
Check for the system directories, and always set their parameters.
A system directory has a directory number which is less than 20 octal.

Problem: If a site is updating from one release to another, the USERS.TXT
contains fixed directory numbers for the UETP directories.  These numbers
may have been used since the last update or creation, therefore, DLUSER
does not create the directories.

Diagnosis: DLUSER does not allow the system to default the directory numbers
in creating the directories.

Solution: If the creation of a directory fails due to an invalid directory
number, retry creating the directory allowing the system to set the number.
