Problem: 
Lots of random mail bugs and difficult-to-maintain-code.
Symptoms include messages garbled, truncated, etc.

Diagnosis: 
Because of ancient mail conventions no longer in force, MAILER always
(tries to) write an integral number of words to MAIL.TXT.  So, then,
must FTPSER (for ARPA systems) and NMAIL (for DECNET systems).  MS and
RDMAIL (and any other mail processing system, like HERMES or MSG or MM...)
must be taught to ignore embedded nulls in messages...  it all gets to
be a royal pain.

Solution: 
Cause all programs which append to MAIL.TXT to append exactly the
correct number of bytes and not insert nulls.  This includes MAILER,
NMAIL, and FTPSER (although FTPSER already does the right thing and
so doesn't need to be changed).  This means that new RDMAIL won't
read Release 1 mail, and pre-release-4 RDMAIL won't read Release 4 mail.

Diagnosis: RDMAIL ISN'T GIVING ENOUGH INFORMATION

Solution: CHANGE RDMAIL'S MESSAGE TO READ
