Problem: NEED SETSPD COMMANDS TO CONTROL TAPE-DRIVE ALLOCATION

Diagnosis: 

Solution: IMPLEMENT NEW COMMAND FOR SETSPD:

ENABLE TAPE-DRIVE-ALLOCATION

SETS SYSTEM OPERATION MODE SO THAT TAPE DRIVES ARE ALLOCATED BY MTCON
AND NON-PRIVILEGED USERS MAY NOT ASSIGN OR OPEN MTA DEVICES.

IF THIS COMMAND IS OMITTED, THE SYSTEM WILL PERFORM (WITH RESPECT TO
TAPE DRIVE ALLOCATION) LIKE RELEASE 3 (NO LABELING, ETC.).
