The following is a problem in all supported monitors.

SORT will not work if protected EXECUTE-ONLY.

It is not possible to protect SORT EXECUTE-ONLY.  SORT does  a  GETSEG
to  get  back  its command scanner after completing the first command.
At this point the low segment is no longer execute  only  and  PORTALs
would  be  required  in  the  high segment.  This is a monitor bug for
which there is no patch at  this  time.   It  is  expected  that  this
problem will be fixed in the next release of TOPS-10.
