The reported file  "blocks"  number  can  be  wrong,  especially  when
DELETEing files on RSX/VAX/RT11 systems.

The remote systems were returning a null/blank BLS field which  caused
the scaling conversions to calculate a 0 length.

Default the BLS field to 512 if blank (PCO 10-SWIL-3).

     1.  When    RSX/VAX/etc.    systems    attempting     a
         non-wildcarded  directory  of  a TOPS-10 area fail,
         either no file is listed (RSXs interpretation) or a
         DAP     protocol    error    is    flagged    (VAXs
         interpretation).
  
     2.  RSTS doesn't work.

     1.  Name messages are not being sent.
  
     2.  RSTS doesn't like the default FOP field attributes.

[CURE]
  
  
     1.  Typographical error in DIRECTORY support (in  FAL);
         "PUSHJ   P,FANTY3"   should  instead  be  a  "PUSHJ
         P,FANTY5".
  
     2.  Rather than sending a  default  FOP  field,  "echo"
         back  to  the remote accessing node whatever FOP is
         in effect (i.e., whatever FOP the  remote  sent  to
         FAL  -  if  no  FOP field was sent then a blank FOP
         will be returned to the remote).

Users cannot access files on RT-11 DECnet systems from TOPS-10 NFT.

[DIAGNOSIS]
  
1)      The default RAT and  RFM  generated  by  NFT  are  wrong  (PCO
	10-SWIL-2).
  
2)      The resultant DIRECTORY NAME  message  can't  be  parsed  (PCO
	10-SWIL-2).
  
3)      A RFM is being generated and sent even  for  DELETE  commands,
	which offends the RT11 system.
  
  
                        **********
[CURE]
  
1)      Send a happier RFM and RAT to RT-11 systems (10-SWIL-2).
  
2)      Allow null directory name messages (10-SWIL-2).
  
3)      The RFM is perfectly legal in this case,  but  don't  send  it
	anyway.
