EVALUATION IS DONE BY MEANS OF UPWARD RECURSION
USING THE RECURRENCE EQUATION FOR LAGUERRE POLYNOMIALS
L(N+1,X)=2*L(N,X)-L(N-1,X)-((1+X)*L(N,X)-L(N-1,X))/(N+1).
