[Abstract] 

PLAY is a  general purpose  programmable game  restrictor designed  to
allow access  to public  games  during non  prime time,  holidays,  or
periods of low load.  All of the parameters are selectable at  runtime
and are saved in a shared file.   PLAY includes on line help for  game
players, as well facilities to describe  a game, send a bug-report  or
suggestion to the the author,  and display the systems policies  about
any particular game.
